Introduction and Legislation
Working at Heights
Introduction
Falls from height remain one of the leading causes of workplace injuries in Ireland, involving both people and objects falling from elevated positions. These incidents can result in serious injury or even fatalities—affecting not only those working in construction and maintenance, but also posing risks to bystanders and the general public.

In Ireland, the Safety, Health and Welfare at Work (General Application) Regulations 2007 apply to all work carried out at height, whether in factories, warehouses, construction sites, retail settings, or office environments. It is essential for both employers and employees to understand how to reduce the risk of falls and manage the hazards associated with working at height.

This course provides essential guidance on identifying and controlling the risks involved in working at height and is aligned with Irish health and safety legislation and relevant Health and Safety Authority (HSA) guidance. It also offers an overview of commonly used equipment and presents practical strategies to prevent accidents and minimise risks—helping to create a safer, more secure workplace for everyone.

Course Aims
After completing this course, participants will be able to:
  • Comprehend the key elements and prerequisites of the WAH Regulations.
  • Provide illustrations of typical tasks performed at heights and comprehend the corresponding dangers and potential risks.
  • Recognize the factors that contribute to individuals and objects falling from elevated positions.
  • Explain the preventive measures used to manage and diminish the likelihood of falls from heights.
  • Gain an understanding of the correct utilization of access and work at height equipment, as well as secure methods of access to minimize or eliminate the risk of falls.
Topics for discussion

This section contains the forthcoming topics:
  • Work at Height Risks:
Discuss the various risks associated with working at heights, such as falls, equipment malfunctions, and environmental factors. Share insights on how these risks can be minimized or mitigated.
  • Work at Height Regulations:
Explore the key requirements of Irish work at height legislation. Consider how these regulations apply across different industries and workplaces throughout Ireland, including guidance from the Health and Safety Authority (HSA) and current compliance and safe working practices.
  • Employer Duties:
Examine the responsibilities of employers under the Work at Height Regulations. Discuss how employers can ensure the safety of their employees when working at heights, including providing training, equipment, and safety measures.
The Risks

In Irish workplaces, falls from height remain one of the leading causes of fatal and serious injuries. Whenever tasks are carried out at any elevated level, there is a significant risk not only to the individuals performing the work but also to others in the surrounding area.

According to the Health and Safety Authority (HSA), work at height continues to be a major cause of workplace incidents in Ireland, resulting in serious injuries and fatalities across a wide range of sectors.

It is also important to recognise that many serious injuries—and even fatalities—occur from falls at relatively low heights, often below head level. These incidents are particularly tragic because, in the vast majority of cases, they are entirely preventable when appropriate safety measures and controls are in place.

The HSE has pinpointed several common working at height tasks that pose the highest risk of falls. These tasks, where falls from heights are particularly prevalent, encompass:
  • Window cleaning.
  • Roofing work.
  • Unloading a vehicle.
  • Machine maintenance.
  • Gutter cleaning.
  • Setting up displays.
  • Stacking shelves.
  • Machine maintenance.
  • Working on top of or in close proximity to roof lights or fragile roofing.
